What are the salaries in France according to the ITRF category C salary scale?

ITRF category C agents form the operational foundation of higher education and research institutions in France. Technical assistants assigned to universities, CROUS, or laboratories, their remuneration depends on a salary scale whose mechanics remain unclear for those who have not dissected the increased indices, the value of the point, and the indemnity supplements. Since January 2024, these scales have not been revalued, while inflation is rising again in 2026.

Why most ITRF category C levels remain below the minimum wage

The observation made by trade unions is clear. On the C1 scale, 10 out of 11 levels are below the minimum wage. A technical assistant must wait about 19 years of service to reach a salary level that exceeds the minimum wage by only a few percentage points.

The C2 scale shows 7 out of 12 levels below the minimum wage. As for the C3 scale, which corresponds to the highest grade in the category, 3 out of 10 levels are still below. For the agents concerned, the difference is compensated by a differential allowance intended to reach the gross monthly minimum wage, set at 1,867.02 euros in 2026 after the revaluation on June 1 (+2.41%).

This mechanism has a direct consequence: career progression loses all financial translation during the first years. Moving from one level to the next does not change anything on the payslip as long as the salary level remains below the minimum wage. The agent receives the same gross amount, only the wording of the differential allowance decreases. Understanding the ITRF category C salary scale therefore requires distinguishing between the theoretical salary and the actual salary paid.

Gross salary scale for ITRF technical assistants: current ranges

The gross monthly remuneration of an ITRF category C agent depends on their grade (C1, C2, or C3), their level, and the value of the public service index point. Available data for comparable category C bodies in the state public service allow us to locate the salary scale range between approximately 1,800 and 2,350 euros gross per month, excluding bonuses and allowances.

The lower end of the range corresponds to the first levels of the C1 scale, where the calculated salary falls below the minimum wage and triggers the differential allowance. The upper end concerns the last levels of the C3 scale, accessible after a full career and at least one grade promotion.

What these amounts do not say

The gross salary level only represents part of the total remuneration. Bonuses and allowances, notably the RIFSEEP (indemnity regime taking into account functions, obligations, expertise, and professional commitment), are added to it. Their amount varies according to the employing institution, the function group, and the level of responsibility. Field feedback diverges on this point: some institutions pay a very modest RIFSEEP in category C, while others provide more significant supplements.

Increased index and point value: the salary calculation mechanism for ITRF

Each level of the scale is associated with a gross index, converted into an increased index. The gross monthly salary is calculated by multiplying this increased index by the annual value of the index point and then dividing by 12. This formula applies equally to all state civil servants.

The index point has not been revalued since 2024. The erosion is mechanical: each year of inflation without revaluation reduces the real purchasing power of all agents, but the effect is proportionally more pronounced in category C, where the indices are the lowest.

The C1, C2, and C3 scales are based on the PPCR protocol (Professional paths, careers, and remuneration), which was implemented several years ago. Since then, no structural overhaul has occurred. The levels continue to compress towards the minimum wage as it increases without the indices following.

  • Grade C1 (technical assistant): lowest scale, 11 levels, majority of salaries below the minimum wage, total career duration of about 19 years before slightly exceeding the legal minimum.
  • Grade C2 (principal technical assistant of 2nd class): 12 levels, the last five levels exceed the minimum wage, accessible through advancement or competition.
  • Grade C3 (principal technical assistant of 1st class): 10 levels, only the first three remain below the minimum wage, terminal salary more comfortable but reached at the end of the career.

RIFSEEP bonuses and the actual net remuneration of ITRF category C agents

The RIFSEEP consists of two parts: the IFSE (indemnity for functions, obligations, and expertise), paid monthly, and the CIA (annual indemnity supplement), paid once or twice a year depending on the institutions. For technical assistants, the function group determines the regulatory ceiling for these allowances.

In practice, the amount of the RIFSEEP depends on the resources of each institution. A university with a constrained budget will not allocate the same amounts as a large Parisian institution. This disparity creates differences in net remuneration between two agents at the same grade and level, depending on their place of assignment.

From gross to net: the deductions to anticipate

On the gross salary, retirement contributions (civil pension deduction), CSG, CRDS, and health contributions apply. The transition from gross to net represents a significant decrease. For an agent at the beginning of the C1 scale receiving the gross minimum wage through the differential allowance, the net monthly amount is well below the threshold that many imagine.

  • Civil pension deduction: deducted only from the gross salary level, not from bonuses.
  • CSG and CRDS: calculated on the total remuneration (salary + bonuses), after a flat-rate deduction.
  • Exceptional solidarity contribution: applicable depending on the level of remuneration.

The actual net remuneration of an ITRF technical assistant in category C therefore depends on three interacting variables: the salary level related to the level, the amount of the RIFSEEP specific to the institution, and the mandatory deductions. Without revaluation of the index point, the gap between the salary level and the minimum wage will continue to narrow with each increase in the minimum wage, making the first years of a career financially indistinguishable.
